The Building Evaluation Report (IEE) and the Existing Building Book (LEE) are the two basic documents that any housing association needs to access regional and European refurbishment grants.
They include a full technical diagnosis, the current energy certificate, and a prioritised improvement measures plan.
They are usually the first step before any larger intervention.
Inspection and data collection
Building visit, gathering existing documentation, reviewing common elements.
Diagnosis
Analysis of structural pathology, systems and current energy certification.
Improvement plan
Prioritised action proposals with cost estimate and grant coverage.
Processing
Registration of IEE+LEE in the relevant regional registry.
- Visual inspection and non-destructive data gathering.
- Pathology study and structural diagnosis.
- Energy certificate of the current building.
- Prioritised improvement measures plan.
- Processing with regional administration.
When is the IEE mandatory?
In Galicia it is mandatory for multi-family residential buildings older than 50 years and to access regional or national refurbishment grants.
What does the Existing Building Book include?
Building identification, structural condition, energy certificate, proposed improvement measures and maintenance plan.
How long does an IEE+LEE take?
Between 4 and 8 weeks from data gathering, depending on building size.
Are test pits or destructive tests required?
Not in most cases. The IEE is based on visual inspection and non-destructive data gathering.
Does the IEE automatically grant access to subsidies?
Not by itself, but it is a prerequisite.
